The Library of Congress has several maps of Baltimore County Available for On-Line Viewing. From the home page search on maps.
Under Civil War Maps, there is an 1863 map of Baltimore county showing election districts and the names of major land owners.
Another detailed map with the names of major landowners shown is the James M. Stephens 1857 map of Baltimore County.
There is also an 1792 map of Baltimore Town and surrounding area and an 1822 Street map of Baltimore Town compliled by Lucas Fielding.

If you can go to the Catonsville Library, they have had for over 40 years, tax plat books for Baltimore County from the late 1800s and early 1900s. These are very detailed maps that even indicate every out-building on the farms and are listed with the owners name and acreage.
